According to the Department of Homeland Security (DHS), “Local law enforcement said the attack began when Vias grabbed Perez by the hair with force, causing her daughter to fall from her arms. While Perez fell to the floor, Vias attacked the child, causing body and facial injuries, including bite marks and two missing teeth.”

Vyas entered the United States on a student visa in August 2023, but was arrested on the University of Texas campus just three months later for felonious assault. University of Texas Police subsequently contacted ICE.

“However, the Biden administration did not consider the crime ‘serious’ enough to warrant revoking the visa and decided not to pursue any enforcement action against Vyas,” The Department of Homeland Security writes.

“This illegal immigrant brutally bit this child, causing her to lose two of her teeth. The brutal attack on this woman and her three-year-old child in the park was completely avoidable,” Acting Assistant Secretary Lauren Biss said. “The Biden administration should never have released this animal after he was apprehended for the attack. We are working with our partners in Texas to ensure this criminal illegal alien is never free again in an American community.”

ICE later took a detainer into custody and asked San Antonio to turn Vias over to them after Vias “faced the U.S. justice system,” according to the Department of Homeland Security.
