The Delhi government has launched an initiative to issue ‘Bhu-Aadhaar’ cards based on a unique 14-digit identification code for every plot of land in the city, Chief Minister Rekha Gupta said on Sunday, in a move aimed at ending disputes related to land boundaries. Drone surveying and high-resolution imaging will be used to create new digital land maps of Delhi, she said, claiming that Bhu-Aadhaar is a “revolutionary step” towards realizing the Prime Minister’s visionDigital India‘. The Unique Plot Identification Number (ULPIN), known as Bhu-Aadhaar, is part of the Digital India Land Records Modernization Program (DILRMP) launched by the Center in 2021. The move is part of the government’s drive to modernize land records in Delhi and free citizens from long-standing land disputes, the Delhi CMO said in a statement. The implementation of ULPIN has been entrusted to the IT department of the revenue department, which will also be supported by the Survey of India. The Survey of India is acquiring around 2 terabytes of high-quality geospatial data and drone-based orthorectified imagery (ORI) to generate accurate ULPINs for all districts in Delhi, including the 48 villages already covered under the SVAMITVA programme, the statement said. Earlier, Rs 132 crore had been allocated for the project and the financial management was overseen by the IT department. The government will now expand the system in Delhi in a phased manner following standard operating procedures and a clear timeline, it said. The pilot project in Tilangpur Kotla village of West Delhi district has been completed and 274 ULPIN records have been successfully generated. The Bhu-Aadhaar system will ensure complete transparency in land ownership. The CMO said the 14-digit code will be geo-referenced thereby minimizing land boundary disputes. This move will facilitate the coordination of land data among various government departments and effectively curb fraudulent transactions and duplicate registrations. For citizens, the move is expected to bring ease and convenience. Instead of browsing through multiple documents to determine land ownership, a single number can provide comprehensive details of a property, the statement added.
