A year later, the line is still very weak.Little has changed at the Pahalgam Civil Hospital. Medical services are still conducted in five cramped rooms. Doctors see outpatients while caregivers squeeze X-rays and EKGs into the same cramped space. Outside, three ambulances – one more since the massacre – were parked on a patchy lawn. When it rains, the ground turns to silt, blocking the road to the entrance.This tragedy forced us to engage in brutal improvisation. As reinforcements arrived from south Kashmir, workers hauled the bed into an unfinished hollow three-story building next door. They used the shell of the hall to pile the dead. Today, the building remains a concrete skeleton, bogged down by bureaucratic gridlock while the primary clinic struggles to breathe.The facility’s limitations belie the scale of its responsibilities. Pahalgam is not a sleepy village. It is a global destination and spiritual gateway. In 2024, Pahalgam received 1.19 million tourists and more than 500,000 Amarnath pilgrims, many of whom required treatment for altitude sickness. The hospital also serves the region’s 200,000 residents.Plans to upgrade the site into a 50-bed street hospital by 2021 exist only on paper. Sanctioned staff positions remain vacant. The skeleton staff includes a surgeon, an anesthesiologist, a gynecologist and seven nursing staff, who usually refer critically ill patients to the Government Medical College in Anantnag, a few miles away.Delays are a blame game. Health officials blame the road and building departments for the slow construction. R&B officials claim that they are facing a shortfall of around Rs 43 crore. “We’ve added another floor,” said an R&B official. “Construction of the elevators and internal works is ongoing. If the health department releases funds, we could have the building operational within six months.”As another tourist season begins and the Amarnath Yatra approaches, Pahalgam’s main defense against tragedy remains five rooms and a promise. The hall that once held 26 bodies now remains empty, awaiting paint and electricity that never came. For now, the urgency of that April night has been replaced by a slowly decaying neglect.
