The Save America Act is a controversial election bill that seeks to tighten voter ID rules and proof of citizenship requirements in federal elections.

Trump said he would refuse to sign other legislation until Congress passes the measure, calling it vital and “supersedes everything else.”

What is the Save America Act?

The Save America Act, formally known as the American Voter Eligibility Act (save) actionwhich seeks to overhaul voter registration requirements for federal elections.

The legislation would require individuals registered to vote to provide documentary proof of U.S. citizenship, such as a passport or birth certificate, as well as stricter voter identification rules. The proposal also seeks to tighten rules for mail-in voting and increase oversight of the voter registration system, according to a legislative description.

Among other things, the measure would require states to provide voter lists to the Department of Homeland Security for citizenship verification.

In several states, the Justice Department has also filed lawsuits to obtain voter rolls.

The bill also creates criminal penalties if someone registers to vote without providing official documentation proving their citizenship, and allows private groups to sue election officials.

The White House previously acknowledged that Trump also advocated for including transgender-related provisions in election bills. White House press secretary Carolyn Leavitt said last week that Trump had “added some priorities” to the bill, including banning “reassignment surgery for minors.”

Has the bill passed? What happens next?

Earlier this year, the Republican-controlled House of Representatives narrowly passed the bill in February 2026 by a vote of 218 to 213, with only one Democrat supporting it.

Despite House passage, the bill’s future remains uncertain as it still must pass United States Senatemost legislation requires 60 votes to overcome a filibuster. There are fewer than 60 Republican lawmakers, while Democrats strongly oppose the proposal and have vowed to block it.

The impasse escalated after Trump said he would refuse to sign other bills until Congress approved the legislation in its current form. “Got to be at the front of the line. Until this bill is passed, I will not be signing other bills as president, not watered down versions – go for gold,” he wrote on Truth Social.

Senate Majority Leader John Thune said the party did not have enough support to impose a verbal obstruction. According to Dailyfly, many Republicans worry that if they adopt this strategy, Democrats will turn against them once the Senate flips.

However, nearly all Democrats oppose the Save America Act, so it is unlikely to get the 60 votes needed to pass the Senate without changing the rules.
