What is Section 4 of the 25th Amendment?

Section 4 of the 25th Amendment allows the Vice President and a majority of the Cabinet to declare the President “unable to discharge the powers and duties of his office.” If evoked, the Vice President immediately becomes Acting President, but this can be challenged by the President. Congress then needs to decide the matter by a two-thirds vote.

According to Congress.com, “Section 4’s complexity and concerns that it could be abused have led some observers to question whether it could be implemented for political purposes. During debate over the amendment, its authors and supporters largely rejected that assertion. They insisted that the purpose of the section was not to help remove an unpopular or failed president, and they supported this by citing the amendment’s checks and balances designed to prevent abuses of process. To date, Section 4 has not been implemented.”
