During debate over the amendment, its authors and supporters largely rejected that assertion. They insisted that the purpose of the section was not to help remove an unpopular or failed president, and they supported this by citing the amendment’s checks and balances designed to prevent abuses of process. To date, Section 4 has not been implemented.”
