Policymakers have two main traditional options to address the problem: either increase payroll taxes or reduce retirement benefits, but both options are deeply unpopular with voters and politicians. Because of this political difficulty, lawmakers are exploring new ideas, including a proposal from Senators Bill Cassidy and Tim Kaine to invest part of a $1.5 trillion trust fund in the stock market, Investopedia reports.

Under the proposal, the Social Security Administration would temporarily borrow about $1.5 trillion from the U.S. Treasury to continue paying benefits while using the money for long-term growth investments. Then, as the program continues, it may need to borrow an additional $25.1 trillion to continue paying benefits, and then use investment returns to pay off that debt after 75 years.

A study from Boston College’s Center for Retirement Research said that even in good times, the ups and downs of the stock market can make this plan fraught with risk and uncertainty, as reported by Investopedia. If the market returns about 6.5% per year (real rate of return), the fund could grow to about $30.6 trillion in 75 years, which could cover the debt and leave about $4 trillion in additional capital

However, simulations show that in many cases a poor outcome is more likely, with 64 out of 100 scenarios in which the scheme fails to fully repay debt, and lower returns such as 4 per cent lead to large shortfalls. The Investopedia report also highlights that researchers warn that significant government Borrowing could raise interest rates and weaken returns, but they said a hybrid plan of raising payroll taxes by 3.82% and investing 40% in stocks would help keep the system stable in the long term.
