The case was heard by CJI Surya Kant and Justices Joymalya Bagchi and Vipul Pancholi.Katyal was first arrested in 2023 in the railways work-for-land “scam” in which Lalu, his wife Rabri Devi, their three daughters and son and former Bihar deputy CM Tejashwi Yadav were the other accused, facing bribery and money laundering charges.The agency was surprised when Katiyar approached the Supreme Court seeking interim relief, even though his case was pending before a special court and other cases against him were awaiting adjudication and filing of charges.In November, Katyal was arrested in connection with an alleged real estate fraud related to Angle Infrastructure Pvt Ltd, of which he was a promoter and director. The ED’s case is based on FIRs registered by Gurgaon and Delhi police alleging non-delivery of flats in its Krrish Florence Estate project in Sector 70, Gurgaon.“Investigation revealed that he (Katyal) fraudulently obtained a license from another developer and started collecting money from potential buyers even before the license was granted by DTCP Haryana, and the total proceeds of crime generated from this activity exceeded Rs 300 crore,” the ED said. The project remained unfinished for over a decade with only three towers constructed but not completed and led to the homebuyers association initiating insolvency proceedings.
