ICE to provide body cameras, but policy allows footage release only in agency’s ‘best interests’
US Immigration and Customs Enforcement (ICE) is set to equip its field officers nationwide with body-worn cameras by the end of September, following growing scrutiny over fatal shootings involving immigration enforcement officers.According to the Associated Press, ICE’s body-camera policy gives the agency broad discretion over the release of footage, requiring videos of shootings and other serious encounters to be made public only when officials determine that doing so is in the agency’s “best interests.”
ICE director can delay or block footage
Under the policy, officers are required to activate cameras during routine enforcement activities, including arrests, search warrants and emergencies.Following shootings or other serious confrontations, a committee comprising senior ICE officials and lawyers reviews the footage and recommends whether it should be released.If approved, footage could be released within 72 hours. However, the ICE director can block or indefinitely delay its release if “specific and compelling circumstances” are cited, according to the policy.
Experts raise transparency concerns
The policy has drawn criticism from experts who say giving the agency such wide discretion could undermine the transparency expected from body cameras.Christopher Schneider, a professor at Brandon University in Canada and co-author of a book on police body cameras, said, as quoted by news agency AP, “In some ways, ICE is saying the quiet part out loud.”He argued that body cameras could be used as tools to present law enforcement in the most favourable light.Katherine Hawkins, a senior legal analyst at the Project On Government Oversight, said, as quoted by AP, that without a clear mechanism for the public to access footage, the recordings could become “virtually useless.”
$30.9 million spent on body cameras
ICE spent $30.9 million in July to purchase body-camera equipment from Axon, according to federal spending records. The purchase came after two fatal shootings involving ICE officers in Maine and Houston that were not captured on body cameras.Congress had allocated $20 million for ICE body cameras as part of legislation passed to end a partial government shutdown on April 30.ICE said cameras have already been distributed to more than half of its field officers, with the remaining officers expected to receive them by the end of September. At least one member of every arrest team will be required to wear a camera.
White House backs camera rollout
White House border czar Tom Homan has argued that the public should be able to see what immigration officers see during enforcement operations.“I think the American people need to see what that officer sees and hears,” Homan was quoted as saying by news agency AP.He added that body cameras can exonerate officers more often than they provide evidence of wrongdoing.
ICE’s delayed body-camera rollout
ICE began testing body cameras in 2021 during the Biden administration and distributed 1,400 devices three years later. However, the agency did not make a nationwide rollout despite receiving a major funding boost in 2025 and expanding its workforce.Jason Houser, who served as ICE chief of staff under Biden, criticised the delay, saying, as quoted by AP, “This is not hard to deploy, but they’ve slow-rolled it.”Houser said the cameras should have been deployed when the administration expanded immigration arrests and traffic stops, arguing that introducing them only after shootings and congressional pressure amounted to a political response.
