Government spends only 40% of budget on biggest program in 9 months

In the first three quarters of the current fiscal year, the government spent just over 40% of budgeted amounts on its largest programs, with spending expected to be below 75% by the end of the year. The 53 selected schemes are those with a budget estimate of Rs 500 crore or more for 2025-26.These schemes implemented by states are funded by the Center and states under an approved sharing model.Infrastructure maintenance scheme under health and family welfare, Indira Gandhi National Widows Pension Scheme and pre-matric scholarship for SC and others are the only three schemes whose revised estimates (REs) are equal to the budgeted amount. RE exceeds 100% of the Budget Estimate (BE) of three other projects: Mahatma Gandhi National Rural Employment Guarantee Scheme, ST Post Graduation Scholarship and National Natural Farming Mission.

The RE of the remaining 47 schemes are all lower than BE to varying degrees. The biggest decline was in Prime Minister Krishi Sinchayee Yojana, whose RE was Rs 1.5 billion, just one-sixth of BE’s Rs 8.5 billion.Overall, the BE of these 53 schemes was just over Rs 50 crore, revised to less than Rs 380 crore, or 74.4% of the budget allocation. The total funds disbursed in the nine months ended December 31 were just over Rs 200 crore, accounting for 41.2% of the budget allocation and 55.4% of renewable energy.RE for PMKSY Command Area Development and Water Management, PM eBus Sewa, Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, Jal Jeevan Mission/National Rural Drinking Water Mission, Computerization of Primary Agricultural Credit Societies and other projects of State/UT component-PMAY Urban is less than 40% of BE.The actual release amount of 6 of the schemes was less than 10% of BE.Among the larger schemes (BE 2000 crore or more BE) include Jal Jeevan Mission/National Rural Drinking Water Mission (BE 67000 crore, actual expenditure Rs 310 million in 9 months), PM Schools for Rising India (Rs 7500 crore, actual expenditure Rs 473 crore) and Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (Rs 2140 crore, actual expenditure Rs 400 million).
