At the same time, there has been an increase in isolated, politically motivated attacks in Western countries.The report warned that worsening geopolitical tensions, including conflicts in South Asia, instability in the Sahel and new threats from groups such as the Islamic State, could reverse recent gains and make the decline likely to be short-lived.
