New Delhi: The government on Wednesday introduced the Foreign Contributions (Regulation) Amendment Bill 2026 in the Lok Sabha amid opposition from the Congress and TMC.The two opposition parties claimed that the bill would give the executive branch unfettered powers to take dangerous action against any NGO. Home Minister responds to opposition accusations Nityanand Rai He said the bill was “truly dangerous” to those who use foreign donations to force religious conversions and to individuals who use foreign funds for personal gain. “The Modi government will not tolerate any misuse of foreign funds and will take strong action against such practices,” he said, adding that contrary to the opposition’s concerns, the proposed amendments seek to increase transparency in funds and their use for the welfare of people.Congress MP Manish Tewari opposed the introduction of the bill, saying it would give broad powers to the executive branch without any constitutional safeguards. TMC member Pratima Mondal said this is draconian in nature as all powers will vest in the central government without any guardrails. This would further centralize the powers under the Bill. However, the bill was stalled after it passed the House on a voice vote. The amendments provide for a comprehensive statutory framework for the supervision, management and disposal of vesting (including temporary and permanent vesting) of foreign contributions and assets through “designated authorities”.
