On April 28, Etta Bullock filed a lawsuit in the District Court for the Southern District of Florida. According to Cruise Hive, the lawsuit is based on an incident that occurred on Carnival Valor on January 2, 2025, and identifies Carnival Corporation as a defendant.

However, Bullock’s case is still pending and a date is awaited.

1. Etta Brock says Carnival changed the ramp layout without warning. According to the complaint cited cruise Bullock successfully negotiated the ship’s 3-deck gangway several times during the voyage using her mobility scooter.

However, on the final day of the voyage, Bullock claims the crew reconfigured the disembarkation route by adding crowd control barriers, which narrowed the exit path and created a sharp turn. Brock claimed there were no warning signs or visual indicators to alert passengers to the layout change.

The lawsuit also alleges that her view of the turns was blocked by the passenger walking in front of her. As she tried to cross the area, her motorcycle overturned and she fell to the ground.

2. Bullock’s injuries are permanent. According to the lawsuit, her injuries were chronic and permanent and required ongoing medical care.

Bullock is asking for a jury trial and a verdict on all possible damages, including compensation for medical bills and diminished quality of life.

3. Bullock seeks compensation for his injuries. Bullock’s pre-existing health problems were worsened by the fall, according to the lawsuit. She also experienced severe physical and psychological pain as a result of the fall.

4. The lawsuit alleges Carnival was negligent. Bullock’s complaint includes three counts of negligence: general negligence, negligent failure to warn and negligent failure to maintain.

The cruise line “created and maintained a hazardous condition that should have been considered hazardous,” the complaint said.

Brock claimed that Carnival violated its duty of reasonable care by failing to establish clear disembarkation routes for passengers with reduced mobility and failing to arrange for crew members to help passengers cross thresholds.

5. There was another fatal scooter accident recently on a Carnival cruise ship. The case made headlines again when the tragedy struck on May 11 at Celebration Island, Carnival’s private island destination, after the elderly woman’s motorcycle fell from a pier. No charges have been filed over the incident.
