The message calls for the activation of sleeper cells abroad, according to a federal alert sent to law enforcement agencies. The alert cited preliminary signal analysis of transmission that may have originated in Iran and has spread in multiple countries. The alert was issued shortly after the death of Iran’s former Supreme Leader Ayatollah Ali Khamenei on February 28. This message is transmitted without the use of the Internet or cellular networks. It’s for those who have the encryption keys. According to ABC News, “The intercepted transmissions were encoded and appeared to be addressed to a ‘secret recipient’ who possessed an encryption key, a message designed to convey instructions to ‘covert agents or sleeper assets’ without using the Internet or cellular networks.” The federal alert said the purpose of these transfers may be to activate or provide instructions to pre-positioned sleeper assets operating outside the country of origin.“While the exact content of these transmissions cannot be determined at this time, the sudden emergence of new stations with international broadcast characteristics requires increased situational awareness,” the alert said.The government alert said there was no operational threat associated with a specific location, but it directed law enforcement agencies to increase surveillance for suspicious radio frequency activity.
