The 2026 Global Terrorism Index reports that global terrorism has declined sharply, with deaths falling 28% to 5,582 in 2025 and attacks falling nearly 22% to their lowest levels in years. The situation in a record 81 countries has improved, with a notable absence of mass-casualty attacks.

The situation in India has improved, with attacks falling sharply, although it remains one of the worst-affected countries. At the same time, there has been an increase in isolated, politically motivated attacks in Western countries.
The report warned that worsening geopolitical tensions, including conflicts in South Asia, instability in the Sahel and new threats from groups such as the Islamic State, could reverse recent gains and make the decline likely to be short-lived.
