Noel Rodriguez-Alvarez was born with a disability. The six-year-old was reported missing in March 2023 by concerned relatives, prompting police to conduct a welfare check at his home near Dallas, Texas. His mother, Cindy Rodriguez Singer, told police that Noel had been sent to Mexico to live with his biological father. But two days later, Cindy left the United States with her husband, Arshdeep Singh, and headed to India with their six other children. The hunt for Cindy and Noel continued for years until Cindy was discovered in India. She was transferred to the United States in 2025 to face capital murder charges.Last week, there was a new development in the gruesome case, when authorities said they discovered Noel’s remains and that even after Cindy was arrested, they didn’t give up on the search. I really want to tell him. “Get some rest, little man.” Everman Police Chief Al Brooks said in a statement. “We will start from here.” Brooks said the discovery was the result of a years-long investigation and that law enforcement “refused to give up on Noel.” Tarrant County District Attorney Phil Sorrells said investigators “will not stop working to seek justice for him.”

The Texas woman was on the FBI’s 10 Most Wanted Fugitives list before her arrest in India last year. Investigators are not sure why or how Noel was killed. But they are now convinced that Noel was killed long before the 2023 welfare check, and that Noel was likely killed in 2022 as he was last seen alive in October 2022.Court records said Cindy frequently abused and neglected him and described him as “possessed” or a threat to other siblings. After her arrest, she was ruled incompetent to stand trial and assigned to psychiatric care.Cindy’s husband, Arshdeep Singh, who is accused of helping Cindy flee the United States, faces charges related to illegal flight and child endangerment.Cindy is now accusing prison officials of sexually abusing her and using a mind-reading device.
