Branch added that investigators were looking at reports that Allen was assembling weapons at the hotel, stressing that he “didn’t go that far.”

“He barely pushed the boundaries,” Branch said, adding that Allen may have taken a train from Los Angeles to Chicago and then to Washington, D.C.
