With more than 1,028 government and quasi-government entities and 3,484 private institutions approved to nominate foreign professionals under Saudi Arabia’s Advanced Residency Program for Exceptional Talent, attention is turning to eligibility criteria, particularly salary requirements.While this expansion expands access opportunities across institutions, the residency itself remains strictly designed around defined income thresholds.
The Talent Excellence product operates on three main tracks, each with its own salary floor.Researchers must earn at least SR 14,000 per month, hold a work contract in a preferred specialty, have at least three years of experience, and submit three professional research papers.Scientific and healthcare professionals face higher benchmarks. They must have a monthly income of not less than SR35,000, have at least three years of experience in priority areas, and pass an approved points-based assessment system.At the high end, executive leadership roles are limited to first- and second-level positions within government or quasi-government entities. These positions require a minimum monthly salary of 80,000 SR. Applicants must also provide formal letters of recommendation from their employers.
The Outstanding Talent Residency program aims to attract highly qualified professionals in scientific, administrative and research fields whose expertise enhances local capabilities and facilitates knowledge transfer.The Center for Senior Living said the program supports innovation and institutional growth in public sector entities while ensuring career and family stability for eligible residents.The right of residence is valid for five years and can be renewed. Holders can apply for permanent residency after residing in the Kingdom for at least 30 months within five consecutive or non-consecutive years, as long as they continue to meet the eligibility criteria.
Successful applicants will receive several advantages. These include exemption from fees for expatriates and dependents, self-funded exit and re-entry without a visa, dedicated lanes for Saudi and GCC citizens at ports of entry, freedom to change employers, property ownership and the ability to conduct business activities under investment laws.Family members include parents and children under 25 years of age. Family members may also work in the private sector.The fee for the Outstanding Talent Residency product is SR 4,000.
Despite a significant increase in the number of approved entities, salary thresholds and eligibility criteria indicate that the program remains selective. This framework is tailored for experienced professionals and senior leaders rather than junior employees.As Saudi Arabia continues to position itself as a destination for global expertise, the Talent Residency Program highlights a clear approach: expanding institutional participation while maintaining high access standards.
