Officials’ dissatisfaction with Bundy stems in part from an incident early in her tenure. At the time, she entered a secure area of the Justice Department’s National Security Division and noticed portraits of President Joe Biden and former Attorney General Merrick Garland still hanging.

Bundy cited the incident as an example of what she sees as political bias among career employees. However, she did not publicly mention that Devin DeBacker, an official who served as acting head of national security, was demoted after the incident.
