Article 96 of the Constitution gives the Speaker the opportunity to defend himself in the House of Representatives.The Speaker can vote when a motion to remove the Speaker is tabled in the House of Representatives. But if there is a tie, he cannot vote.There has been chaos in the Lok Sabha since February 2 after Congress leader Rahul Gandhi was barred by the chairman from quoting an article based on excerpts from former Army Chief MM Naravane’s “unpublished memoirs” that mentioned the India-China conflict in 2020.On February 4, Prime Minister Modi was unable to respond to the motion of thanks debate due to opposition protests. On February 5, a motion of thanks was passed without the Prime Minister delivering a speech as usual, an unprecedented move. The Speaker read out a motion thanking the President for his speech and it was passed by voice vote amidst chants from members of the opposition.Birla said he had received specific information that many MPs might commit “unintended acts” by reaching where Prime Minister Modi was sitting and, therefore, requested Modi not to come and address the House.
