Officials said the area was not affected by flooding.A senior official said it was a minor flooding that occurred during scheduled maintenance. Regardless, the first phase is still scheduled to be closed for three months for repair work, the official said. “Since the first phase has to be closed for 90 days, we will operate the second phase during this period,” he said.The official said the first phase typically operates at full capacity for seven to eight months a year and at partial load for three to four months. However, by design, the second stage will only run for about four months, from July to September, because there are not enough emissions to run both stages simultaneously during lean periods. “Now that the first phase is closed for repairs, we will run the second phase, otherwise it will remain closed during the off-season,” he said.
