The list compiles publicly disclosed cases handled by the House Ethics Committee and includes names spanning decades from the 1970s to 2026. The list outlines allegations of inappropriate relationships with staff, harassment and more serious allegations of misconduct.

Whose names are on the list?

The list includes recent and historical cases, naming legislators such as Matt Gates, George Santosand Katie Hill. The 28 candidates also include Reps. Tony Gonzales and Eric Swalwell, both of whom resigned from the House last week.

There are 14 Democrats and 12 Republicans on the list. The late Rep. Alcee Hastings (D-Fla.) was investigated twice, once in 2014 and again in 2020, for “sexual relationships with staff members.”

Corey Mills remains under investigation for “sexual misconduct and/or dating violence.” An investigative subcommittee was formed in November 2025 to review the claims, but President Trump remains supportive Florida Republican February.

A sexual misconduct investigation involving House Pages in 1982-83 resulted in the censure of Reps. Gerry Studs (D-Mass.) and Dan Crane (R-Ill.), but neither was fired.

All 28 cases had varying outcomes, with several ending in “loss of jurisdiction.” This happens often because lawmakers leave before investigations are concluded. For example, the Swalwell and Gonzalez investigations no longer fall under the Ethics Commission’s jurisdiction.

Ethics oversight and recurring controversies

The House Ethics Committee has long investigated allegations against lawmakers. “The committee has a long history of investigating allegations of sexual misconduct by members of the House of Representatives, ranging from criminal sexual conduct to conduct involving civil employment discrimination laws and more general standards of conduct,” the release, which included the 28-name list, said.

They further added, “Whenever allegations of sexual misconduct are substantiated, the committee always makes its findings public.”

The ethics committee has previously said the agency has “taken a more aggressive and robust approach to allegations of sexual misconduct.”

According to a list of people involved in sexual misconduct allegations, half of the investigations occurred in the past decade alone.
