The Congressional Research Service notes that during the energy crisis of the 1970s, Congress chose to try year-round daylight saving time starting on the first Sunday in January 1974.

The experiment didn’t last the entire year, as the country returned to standard time in October and subsequently to daylight saving time on the last Sunday in February 1975. After 1975, the start date returned to April.
