About ten minutes before Saturday’s attack, Cole Thomas AllenThe alleged shooter sent a lengthy, unhinged manifesto to his relatives at the White House Correspondents’ Dinner, the New York Post first reported.
According to the outlet, Cole’s “cold force” “friendly federal assassin” Allen signed the 1,052-word letter. The letter detailed his “rules of engagement” for the shooting and declared that he believed it was his moral obligation to target government officials.

The document begins with a series of apologies to family, colleagues and onlookers at the White House Correspondents’ Dinner (WHCD). It then transitioned into political justification, expressing dissatisfaction with U.S. leadership and expressing belief that elected representatives should reflect the will of the public.
“I apologize to everyone who was abused and/or murdered before this, to everyone who suffered before I attempted this, and to everyone who may still suffer after, regardless of my success or failure,” Allen wrote.
After apologizing to everyone he saw fit, Allen spoke about why he decided to go ahead with the shooting at WHCD.
He wrote: “I am no longer willing to allow a pedophile, rapist and traitor to cover up his crimes on my hands.“

He added, “While we’re at it, I’m also going to go over my intended rules of engagement (probably in a bad way, but I’m not a military person, too bad.)”
The writings further outline what appear to be “rules of engagement,” citing the different groups who participated in the event and noting how they would be treated by Eren if they engaged him during his “missions.”
To minimize casualties, Allen appointed the highest-ranking government officials. He wrote, “Government officials (excluding Mr. Patel): They are targeted, in order of priority from highest to lowest.”
He said he would screen attendees if necessary on the grounds that most “choose to attend speeches by pedophiles, rapists and traitors and are therefore complicit” but hoped it would not come to that.
Secret Service agents are targeted “only when necessary” and are non-fatally incapacitated once engaged. Hotel security guards and other low-level security services were classified as “non-targets” as long as they did not shoot Allen.

The manifesto also includes an “Objection” and “Rebuttal” section, in which Allen gets into a back-and-forth moral dilemma with himself in defense of what’s going to happen next.
Allen responded to the objection to the Christian commandment to “turn the other cheek” and wrote: “Turning the other cheek is when you yourself are oppressed. I was not the one who was raped in a detention camp. I am not a fisherman who was executed without trial. I am not a schoolboy who was bombed, or a child who went hungry, or a teenage girl who was abused by many of the criminals in this administration.“
He dismissed concerns about the timing, saying crimes could not be ignored for the sake of convenience and that the world was “not about the naysayers.” “Had to start somewhere,” he wrote, in response to “not getting it all.”
Describing his identity as a half-black, half-white man, Allen wrote, “I didn’t see anyone else filling that void.”
He responded to the biblical “Submission to Caesar” by saying: “The United States of America is a country governed by laws, not by any one person or persons. As long as deputies and judges do not obey the law, no one is required to hand over to them anything illegally ordered.“
The manifesto then turned into a rant when Allen spoke about the lack of security at such a high-profile event.
He wrote: “I expected there to be security cameras on every corner, hotel rooms bugged, armed agents every 10 feet, metal detectors everywhere. What I got (who knows, maybe they were pranking me!) was nothing.“
He added, “Security for the event was out there focusing on protesters and current arrivals because apparently no one thought about what would happen if someone checked in the day before.”
Allen harshly condemned the U.S. Secret Service, describing its apparent lack of security as “insane” incompetence driven by arrogance.
Allen wrote: “If I were an Iranian agent, instead of an American citizen, I could probably bring a damn Ma Deuce here and no one would notice.“
He completed his statement with his form before firing into the ballroom. He wrote: “If anyone’s wondering what it’s like to do something similar: it sucks. I want to throw up; I want to cry for all the things I wanted to do but will never do, for all the people whose trust was betrayed by this thing; and I feel angry thinking about everything this administration has done. “
The California Teacher of the Month then told his students, “I really can’t recommend it enough! Stay in school, kids.”
